HISTORY OF HIGHER EDUCATION

To regularise, expand and develop Afghanistan's institutions of higher education, the government established the Ministry of Higher Education.

The Ministry of Higher Education has a very important role to play in many areas and especially in the area of organising and directing the higher education system. It is responsible for the training of teachers and for establishing a national higher education curriculum as well as special education programmes, in-service training, and promoting further education for university faculty members. The MoHE develops partnerships with international universities for two way information exchange and to increase opportunities for scholarships for overseas study for Afghans. It organises seminars and conferences for dissemination of information, sharing of ideas and upgrading of skills. Other areas that the MoHE is responsible for involve acquiring relevant skilled consultant teams for faculties such as Engineering, Medicine and Law in response to requests. It provides expertise and training in accounting and management procedures and in computer literacy. The MoHE also has the role of ensuring that residential accommodation is available for students and teachers of universities and institutes of higher education.

During recent years considerable changes have occurred in Afghanistan's education and training systems. Until 1373 professional, vocational and technical training were supervised by the MoHE. In 1373 the Government, MoHE and Ministry of Education (MoE) decided that technical-professional and vocational institutions would be the responsibility of the MoE and that Institutes of Pedagogy, their staff and their resources would be governed by the MoHE, previously known as the Ministry of Higher and Vocational Education. Based on what's in the best interests of Afghanistan, the MoHE has expanded and/or combined some higher education institutions, established others in the provinces and ensured the continuance of Kabul Polytechnic. Kabul Medical Institute which was a faculty of Kabul University was established as the Kabul Government Medical Institute in 1368. To address the extreme shortage of qualified teachers, Kabul Education University increased its student population and addressed the necessary changes required for improving the quality of teaching and in 1383 Kabul Polytechnic became Kabul Polytechnic University.

The MoHE is also involved in the establishment of community colleges which will eventually exist in all the provinces.

Universities across the world

The Ministry of Higher Education is paving the way for the advancement of higher education in Afghanistan to an international level. This includes the establishment of a national university credit system and contact with other universities through the internet. After years of war, Afghanistan's education system was left in turmoil. However, through coordination and co-operation with the international community, the following progress has been chieved;
computer systems established in the MoHE, universities and institutes of higher education
scholarships and fellowships established reconstruction and refurbishing of destroyed and damaged buildings publishing of magazines and daily and weekly newspapers compilations and translation of books and scientific papers increasing the number of students from 10,000 to 40,000 of which 25% are women reform of administration departments.
